Except as specifically exempted by Ohio R.C. 4517.02, no person shall make more than two casual sales of any of the following in a 12-month period, commencing with the day of the month in which the first such sale is made, nor provide a location or space for the sale of any of the following at a flea market, without obtaining a license as a dealer under Ohio R.C. 4517.01 to 4517.45, inclusive:
(a) A motor vehicle;
(b) A motorized bicycle;
(c) A vehicle;
(d) A snowmobile;
(e) An all-purpose vehicle;
(f) A trailer;
(g) A recreational vehicle;
(h) A watercraft.
