At a casual sale, no person, firm, group, corporation, association or organization shall offer any goods for sale that have been purchased by the vendor for purposes of resale, with the exception of flowers and Christmas trees. Any new goods offered for sale shall be prima-facie evidence of goods purchased by the vendor for resale at a casual sale.
