(a) No person shall sell, offer for sale, or solicit the purchase of any goods, wares, merchandise or other articles of value, including food, candy, confections, frozen desserts, and beverages from a vehicle traveling within the City.
(b) No person shall sell, offer for sale, or solicit the purchase of any goods, wares, merchandise or other articles of value, including food, candy, confections, frozen desserts or beverages, unless such activities are conducted from a stationary vehicle whose operator has been issued a vehicle vendor permit by the Chief Housing and Zoning Inspector. A vehicle vending permit application shall be submitted to the Chief Housing and Zoning Inspector and accompanied by a seventy-five dollar ($75.00) application fee.
