Any certificate of necessity and/or any license to operate may be suspended or revoked at any time by the Director of Public Safety if:
(a) The Director finds the owners past record to be unsatisfactory;
(b) The owner fails to operate his licensed taxicab in accordance with the provisions of this chapter and other ordinances of this City and the laws of Ohio;
(c) The owner ceases to operate such taxicabs for a period of thirty consecutive days without first obtaining the consent of the Director; or
(d) The owner fails to keep on deposit with the City the policy of insurance certificate hereinabove described. However, no certificate of necessity or license to operate shall be revoked unless due notice of a hearing is given to the holder thereof and such hearing has been duly had thereon.
Any person whose certificate of necessity or whose license to operate has been revoked by the Director may appeal from the decision of the Director thereon to a Board of Appeals as provided in this chapter.
