No person shall engage in the business of private investigation within the City without reporting his presence and the anticipated length of his stay to the Chief of Police within two hours of his arrival in the City for the purpose of engaging in fine business of private investigation. It is a defense to a prosecution under this section to establish that a failure to so report was due to an emergency, but only if such person does so report his presence and his anticipated length of stay within twelve hours of such arrival.
