No person shall engage in the business of private investigation within the City unless such person is duly licensed pursuant to Ohio R.C. Chapter 4749 and unless such person has his license, or a copy thereof or other identification as may be authorized by the Ohio Department of Commerce to be carried by such person, with him at all times while engaging in such business. Any person engaging in the business of private investigation within the City shall exhibit, upon demand, his license, a copy or identification, to any police officer or City official or to any occupant of any residence or business establishment within the City being contacted or solicited by such person.
