705.09 COMPLIANCE.
   (a)   No person shall:
      (1)   Commence or conduct a special event without a special event permit; or
      (2)   Fail to comply with any requirement or provision of a special event permit or of this chapter.
   (b)   A culpable mental state is not required for the commission of an offense under this section.
