The provisions of this chapter do not apply to a parade or assemblage, as defined in Section 311.02 of these Codified Ordinances, for which a permit has been issued under said section, provided that a special event permit is obtained for any activity not covered by the parade permit that is conducted in conjunction with the parade and comes within the definition of a special event.
