543.05 IMPOUNDING AND DISPOSITION.
   Any shopping cart found abandoned on any street, alley, sidewalk, tree lawn in the City, or in the City’s right-of-way, or within fifty feet of the City’s right-of-way, or other public place or in any parking lot, wherein a shopping cart is left unattended in a parking lot for more than one half hour, shall be impounded by the Police or at the direction of the Chief Building Inspector or his designee. Any shopping cart which has been impounded may be reclaimed by the owner upon payment of thirty dollars ($30.00) per shopping cart, which shall be paid into the General Fund. Thirty days after the mailing of notice by regular U.S. mail to the owner, and as to any shopping cart that is unidentifiable as to ownership, thirty days after it has been impounded, any unclaimed shopping cart may be disposed- of by the City in the manner provided in Ohio R.C. 721.15.
