No operator of a vehicle shall operate the same at a speed exceeding fifteen miles per hour within any Retail District. No person shall operate a vehicle in a Retail District at a speed greater than or less than is reasonable or proper, having due regard for the traffic conditions, surface conditions and other conditions. No person shall operate a vehicle in a Retail District at a greater speed than will permit him to bring it to a stop within the assured clear distance ahead.
