To provide funds for the purpose of general Municipal functions there is hereby levied an annual tax on all salaries, wages, commissions and other compensation, and on net profits, as hereinafter provided, which tax shall be at the rate of two percent (2%), one percent (1%) of which is imposed and levied pursuant to Article IX, Section 9.3 of the City Charter.
