Council shall annually make appropriations of funds for the purpose of providing for the expenses of operations of the Willowick Advisory Commission on Aging. The Commission shall annually submit a proposed budget for senior citizens activities to the Mayor as a guide to the administration and to Council in the making of such appropriation. Such budget may be amended by Council from time to time.
