The Willowick Advisory Commission on Aging shall have the authority to accept any donations of money or equipment for senior citizens' activities or purposes and to expend such funds and use such equipment in any lawful manner for senior citizens' program purposes. All sums received by the Commission shall be paid to, kept, maintained and disbursed by the Director of Finance pursuant to the provisions of this section. Donations of money shall be paid into a separate Willowick Advisory Commission on Aging Fund, from which expenditures may be made as herein provided. The Director is hereby authorized and directed to make payments from the Fund upon presentation of vouchers or orders therefor by the Commission. However, no single disbursement in excess of one thousand dollars ($1,000) shall be paid from the Fund without the prior approval of the majority of Council.
