The Willowick Environmental Commission shall be charged with the duty of advising Council as to ecological problems of the City, shall recommend and advise Council in the adoption of a program designed to improve the environment and ecology of the City, and shall also serve as a monitoring agent for possible environmental infractions. The Commission shall adopt rules and regulations to govern its proceedings, and shall choose a Chairman and Secretary from among its members, such officers to serve terms of one year each. A majority of the members of the Environmental Commission shall constitute a quorum.
