There is hereby created the position of Secretary of the Planning Commission who shall be a person other than the Director of Finance or his Deputy but who shall be under the direction and control of the Director of Finance or Deputy Director of Finance. The Secretary shall give notice of meetings, keep the journal of the proceedings of the Commission, authenticate the records of the Commission and be responsible for all secretarial duties required of the Commission including the preparation of agenda as director by the Commission. The Secretary shall be appointed by the Mayor subject to confirmation by a majority vote of the members of Council.
