161.03 PERSONNEL; FUNDS.
   (a)   The Recreation Board shall, with the advice of the Recreation Director, make recommendations as to the number of supervisors, playground leaders, teachers, maintenance help and such other recreation personnel or employees as it may deem necessary or advisable for the proper conduct of its recreational program. Such positions shall be established by Council. All appointments to such positions shall be made by the Mayor.
   (b)   The Recreation Board shall, with the advice of the Recreation Director, from time to time as is necessary, recommend to Council a schedule of compensation for employees in the Recreation Department but no compensation for any employee shall be effective until established by Council.
   (c)   Council shall annually make appropriation of funds for the purpose of defraying expenses of the recreation program. The Recreation Board shall, with the advice of the Recreation Director, submit to the Mayor a proposed budget for recreational purposes as a guide to the Mayor in the making of such appropriation. The budget may be amended by Council from time to time.
   (d)   The Director of Recreation shall have the authority to expend funds for any lawful recreation purpose within the amount of funds provided by appropriation of Council. The Director of Finance is hereby authorized to make payment for such expenditures upon proper bills approved by the Director of Recreation.
   (e)   The Board shall have the authority to accept any donations of money or equipment for recreation purposes and to expend such funds and use such equipment in any lawful manner for recreation purposes, and all sums shall be paid to, kept, maintained and disbursed by the Director of Finance pursuant to the provisions of this section. Donations of money shall he paid into a separate Recreation Trust Fund, from which expenditures may be made as herein provided. The Director of Finance is hereby authorized and directed to make payments from the Trust Fund upon the presentation of vouchers or orders therefor by the Board. However, no single disbursement in excess of one thousand dollars ($1,000) shall be paid from the Fund without the prior approval of a majority of Council.
