(a) The positions of secretary to the Mayor, secretary to the Director of Finance, secretary to the Director of Public Service, secretary to the Director of Public Safety mid full-time and part-time clerk dispatchers are hereby established and such positions are to be considered and placed in the unclassified service of the City as authorized by the City Charter, Article VII, Section 7.3(c).
(b) Each secretary and clerk dispatcher provided for in this section shall be appointed by the Mayor and shall serve at the pleasure of the Mayor, subject to removal by the Mayor at any time. Each secretary and clerk dispatcher so appointed shall perform such services as may be prescribed or established from time to time by the Mayor or the department head to whom such secretary or clerk dispatcher is assigned by the Mayor.
