(a) The administrative offices of the City, including the Mayor's office, the office of the Director of Finance, and the Division of Building Engineering and Inspection, shall not be open for the transaction of Municipal business on the following days: January 1, Presidents' Day, Memorial Day, July 4, the first Monday in September, Veterans' Day, Thanksgiving Day, day following Thanksgiving, December 24, December 25 and December 31. The aforesaid days or portions thereof on which such offices shall not be open shall be deemed to be paid holidays for officials and employees of such offices. In addition, regularly employed full-time officers and employees of such offices shall, in addition to the aforesaid holidays, have, as a paid holiday, their birthday and two personal days. In the event that any of the aforesaid days shall fall on a Saturday or Sunday, the offices shall be closed and the holiday observed on the immediately preceding Friday or the immediately succeeding Monday, respectively.

(b) To be entitled to holiday pay, an employee must have been employed at least thirty days prior to the date of the holiday, and must have worked the last scheduled work day prior to and the next scheduled work day following such holiday, except where such employee has been granted sick leave for such day or days by the Mayor.

(c) An employee of this City whose compensation has been funded by any State or Federal funded program who transfers his employment to the City shall be credited with the period of time employed with such State or Federal agency for such holiday pay.
