There is hereby created a Civil Defense Organization for the City as an agency of the City government to plan, coordinate and execute civil defense for the City subject to the laws of Ohio and the regulations promulgated thereunder by the Governor. The Civil Defense Organization shall consist of the Mayor, the Director of Civil Defense and such other persons as may be appointed or designated by the Mayor from time to time. All officers and employees of the City, together with those volunteer forces enrolled to aid them during a disaster, are declared to be members of the Civil Defense Organization.
