(a) In case of riot, civil disturbance or natural or man-made disaster or calamity, including flood, conflagration, tornado, windstorm, earthquake or explosion, which creates an emergency condition in the City which is or may be beyond the ability of the regular forces of the Police and Fire Divisions to cope with effectively, the Mayor may appoint additional patrolmen and officers for temporary service in the Police Division and may appoint additional firemen and officers for temporary service in the Fire Division. Such persons need not be on the classified list of any department of the City and they shall be employed only during the time such emergency exists.
(b) Before entering upon any duties as a member or officer of the Police or Fire Division, any person appointed pursuant to subsection (a) hereof shall subscribe to an oath or affirmation, in such form as may be prescribed by the Mayor, to faithfully execute such duties and shall indicate the date and time of subscribing to such oath or affirmation.
(c) Persons appointed pursuant to subsection (a) hereof for temporary service in the Police or Fire Division shall carry out such duties as may be assigned to them by the superior officers of their respective Division under rules and regulations of the Director of Public Safety and shall be subject to all applicable rules and regulations of such department.
(d) From the time any person appointed for temporary service in the Police or Fire Division pursuant to subsection (a) hereof accepts such appointment and enters upon such duties, until he has been discharged from his duties by the Mayor, whether individually or by reason of a declaration by the Mayor that the emergency which occasioned the appointment of such person has ceased to exist, such person shall be paid for each hour, or part thereof, actually worked at the rate of three dollars ($3.00) per hour.
