(a) There is hereby established a special fund to be known as the Capital Improvements Fund. Council may appropriate funds derived from the sale of City capital equipment, including real property, or from sources other than general property taxes.
(b) Upon approval of Council, this Fund shall be used for the purchase of capital equipment, real estate or improvements, excluding streets, sewers and sidewalks.
