(a) There is hereby established a special fund, which shall be called the Motor Vehicle License Tax Fund.
(b) All proceeds received from the permissive motor vehicle license tax imposed under the authority of Ohio R.C. 4504.17, 4504.171 and/or 4504.172 shall be deposited into such Fund, and expenditures from such Fund may be made in the manner provided by law.
(c) The Director of Finance is hereby directed to certify a copy of this section to the State Auditor and to request the approval of the State Auditor for the creation of this Fund as provided and required by Ohio R. C . 5705.12 .
