133.17 CHARGES FOR EMERGENCY MEDICAL SERVICE.
   (a)   The Director of Finance is hereby authorized to institute a charge for emergency medical service in the following scheduled amounts for each emergency medical service performed:
      (1)   Basic life support services - $650;
      (2)   Advanced life support services, Level I - $750;
      (3)   Advanced life support services, Level II - $1,000;
      (4)   Mileage - $12 per mile.

   (b)   (1)   Residents and nonresident of another city who are full-time or part-time employees of the City of Willowick who are transported by City of Willowick emergency personnel for emergency medical services shall not be billed for the balance remaining between the amount of the payment made to the City of Willowick from the patient's medical insurance company and the scheduled amount of the service as identified in subsection (a) hereof.
      (2)   Residents of another city who are transported by the City of Willowick emergency personnel for emergency medical services as a result of a mutual aid response to that patient's city of residence shall not be billed for the balance remaining between the amount of the payment made to the City of Willowick from the patient's medical insurance company and the scheduled amount for the service as identified in subsection (a) hereof.
      (3)   Residents of another city who are transported by the City of Willowick emergency personnel for emergency medical services as a result of a mutual aid response, where the patient is not a resident of the city requesting mutual aid, shall be billed for the balance remaining between the amount of the payment made to the City of Willowick from the patient's medical insurance company and the scheduled amount for the service as identified in subsection (a) hereof.
      (4)   Residents of another city found within the City of Willowick who are transported by the City of Willowick emergency personnel for emergency medical services shall be billed for the balance remaining between the amount of the payment made to the City of Willowick from the patient's medical insurance company and the scheduled amount for the service as identified in subsection (a) hereof.

   (c)   The Director is hereby authorized to issue statements of charges for all individuals who receive emergency medical services, and all funds realized from the payment of such charges shall be divided between the following funds: one-third of the funds realized shall be placed in the General Fund, and two-thirds of the funds realized shall be placed in the Fire Emergency Rescue Fund.
