(a) There is hereby established a special fund to be known as the Health Care Reserve Fund. Council may appropriate funds for all lawful and proper expenditures of the City from such Fund, including, but not limited to, the cost of administration of City employee health care programs, insurance premiums and the payment of claims for providing health care to City employees and their families.
(b) The Director of Finance is hereby authorized to make payments from such Fund upon the presentation of proper charges, billings or vouchers. However, no single disbursement in excess of five thousand dollars ($5,000) shall be paid from such Fund without the prior approval of the majority of the members of Council.
(c) The Director of Finance is hereby authorized and directed to make application to the Ohio Bureau of Public Inspection for approval of the establishment of the Health Care Reserve Fund.
