There is hereby established a fund to be known as the Sewer Bond Improvement Fund. Any funds which may become available for the purposes of constructing and otherwise improving sanitary sewers together with necessary appurtenances shall be paid into the Sewer Bond Improvement Fund. The Director of Finance shall make payments from such Fund upon the presentation of vouchers or orders therefor by proper City officials However, no single disbursement in excess of three thousand dollars ($3,000) shall be paid from such Fund without the prior approval of a majority of the members of Council. Such disbursements shall be made for the purpose of paying the costs and expenses for the purposes aforesaid and for all incidental purposes in accordance with law.
