The procedure for making public improvements and levying assessments within the City, including the procedure for combining two or more public improvements and the levying of assessments therefor in one proceeding if Council determines that it will be economical and practical to contract such improvements jointly, shall be such procedure as is set forth, provided for or required by the provisions of the Ohio Revised Code, and all legislative steps for such improvements or assessments shall be taken in accordance therewith.
