The position of Secretary to the Finance Director is hereby established, such position to be considered and placed in the unclassified service of the City as authorized by Section 7.3(c) of the City Charter. The Secretary shall be appointed by the Mayor, shall serve during the pleasure of the Mayor and may be removed by the Mayor at any time. The Secretary shall be assigned to and given compensation from time to time based upon efficient services. The Secretary shall perform such services as may be prescribed or established from time to time by the Mayor or -the Finance Director.
