131.01 MAYOR'S AUTHORITY TO EXECUTE CHECKS; BOND.
    (a)   During such periods of time as the Director of Finance may be absent from the City or when the Director of Finance is unable for any cause to discharge his duties, the Mayor is hereby authorized and directed to execute checks of the City drawn on its legal depository for the payment of lawful obligations of the City.
   (b)   The Mayor is hereby authorized and directed to furnish to the legal depository of the City such specimens of his signature as the legal depository may require, and the Clerk of Council is hereby authorized and directed to furnish to such legal depository a certified copy of this section.
   (c)   The legal depository of the City upon receipt of the signature cards and a certified copy of this section, as provided in subsection (b) hereof, is hereby authorized and directed to honor and pay checks of the City executed by the Mayor, to disburse funds required in connection therewith on behalf of the Director of Finance, and to charge such disbursement to the fund of the City in its custody against which such checks may be drawn.
   (d)   In recognition of the additional responsibilities imposed upon the Mayor by this section the bond of the Mayor shall be increased in amount to ten thousand dollars ($10,000) and the premium therefor shall be paid by the City and funds sufficient to pay the additional premium required for such bond are hereby appropriated from the General Fund of the City.
