In the procedures and deliberations of Council, a motion to reconsider any prior action of Council may be made at any time by any Councilman, provided that action upon such reconsideration shall not impair any intervening contract rights derived from or pursuant to such prior action, and for such purpose such prior action shall be deemed to continue in force with respect to such contract rights.
