(a) The following committees are hereby established as standing committees of Council:
(1) Budget, Finance, Tax Compliance, Governmental Liaison, Moral Claims, Safety, Service and Utilities, and Streets, Sidewalks and Sewers.
(2) Each of the above committees shall, unless Council otherwise determines by a majority vote of its members, consist of at least three members appointed from the membership of Council.
(b) The following jurisdictional guidelines shall pertain to the standing committees:
(1) Budget. This Committee shall review the City Budget and make a recommendation to all of Council. It shall be responsible for monitoring Municipal expenditures in all funds throughout the course of the calendar year. Actual expenditures compared to estimated expenditures, shall be reviewed and Council shall be kept apprised of material variances on a monthly basis. This Committee shall also be responsible for reviewing additional appropriations for reasonableness and recommending the same to Council for final approval.
(2) Finance. This Committee shall be responsible for all matters concerning and affecting the revenues of the City, including, but not limited to, the receipt and expenditure of funds, salaries of City employees, budgetary matters, tax administration and policy, and matters concerning Municipal indebtedness. The Committee shall meet monthly with the Finance Director to monitor cash flow requirements, reviewing estimated revenues and expense appropriations compared to the Certificate of Estimated Resources. Material variances shall be noted to Council. The Committee shall chart a financial plan and five year projection, accounting for capital needs, financial trends of revenue and Municipal improvements. Recommendations to meet financial shortfalls shall be made, as necessary.
(3) Tax Compliance. This Committee shall monitor the service provided by RITA relative to outstanding tax collections, oversee that RITA's collection methods are effective and follow up on delinquent accounts with RITA officials. “Ultra” delinquents shall be turned over to the City Prosecutor and monitored. Policies shall be reviewed to insure that the City obtains all relevant tax data necessary to monitor compliance. The members of this Committee shall be those members of Council that have been appointed to the Tax Board of Review as established and set forth in Section 193.47 of the Codified Ordinances of the City.
(4) Municipal Development. This Committee shall act as a liaison with elected officials in Columbus and in Washington and shall open up channels of communication with elected officials.
(5) Moral Claims. This Committee shall receive all moral claims presented to the City, gather all information, conduct any investigation necessary to verify facts and make recommendations to Council.
(6) Safety. This Committee shall be responsible for all matters concerning the general safety of the inhabitants of the City and their property, including, but not limited to, matters concerning the safety forces, equipment for the safety forces, fire prevention matters and appellate matters concerning regulation of conduct.
(7) Service and Utilities. This Committee shall be responsible for all matters concerning the operation, use and regulation of public utilities within the City; the services of the Service Department; garbage and rubbish collection matters; the maintenance and repair of miscellaneous public property, the jurisdiction for which is not specifically assigned to another standing committee; and all matters relating to the construction, maintenance and repair of City parks, other recreational facilities and all other City lands.
(8) Streets, Sidewalks and Sewers. This Committee shall be responsible for all matters concerning the construction, repair, replacement or expansion of storm and sanitary sewer systems and all matters relating to the construction, maintenance and repair of streets and sidewalks.
(c) Each of the standing committees shall be appointed from the membership of Council by the Councilman-at-large. The Councilman-at-large shall also appoint a Chairman of each standing committee and will serve as an ex officio member of all committees.
(d) In addition to the above committees, additional committees and subcommittees of Council may, from time to time be appointed by the Councilman-at-large as he determines such appointments to be necessary for proper City operation.
(e) The Councilman-at-large may appoint members of Council from time to time to act as liaison or representatives of Council to other entities, organizations or bodies; particularly in City related activities such as recreation, Planning, Board of Zoning Appeals, Council of Governments, Health and Welfare, Commission on Aging, Board of Tax Appeals, Cable TV Commission, Environmental Commission, the Shoregate Merchant's Association, the Chamber of Commerce and the Volunteer Fire Fighters Dependents Board.
