(a) Effective February 3, 1984, regular meetings of Council shall be held in the City Hall at 7:30 p. m. on the first and third Tuesdays of each and every calendar month. However, Council may by a majority vote dispense with the holding of one such regular meeting in each of the months of July and August of any calendar year, and in the event that a regular meeting date falls on a holiday, Council may by majority vote determine to hold such meeting and the next regular meeting at such times as it may designate.

(b) Special meetings of Council may be called by the Mayor or by any three members of Council by the serving of written notice of the call of such meeting upon each member of Council and upon the Mayor in person or by delivering a copy thereof to the usual place of residence of such persons not less than twenty-four hours prior to the time of the holding of such meeting. Such notice shall specify the time and place for the holding of such meeting.
