SECTION 12.5. CHARTER REVIEW COMMISSION.
   On January 2, 1982, and each six years thereafter, the Mayor shall, with the approval of Council, appoint a Charter Review Commission to consist of six electors of the Municipality not holding other Municipal office or employment, and three members of Council representing each of the three wards. Such Commission shall review the Municipal Charter, and not later than the first day of August next following such appointment shall recommend to Council such alterations, revisions and amendments, if any, to this Charter as in its judgment are desirable. The Council shall consider such recommendations and take such action regarding the submission to the electors of any such proposed alterations, revisions and amendments of this Charter as it shall deem advisable in the manner provided in Section 12.4 of this Article.
   The members appointed to said Commission shall serve without compensation, and meetings of the Charter Review Commission shall be open to the public.
