SECTION 10.2. TIME OF ELECTIONS.
   Regular Municipal elections shall be held on the first Tuesday after the first Monday in November in each odd numbered year commencing with the year 1953. All candidates for Municipal office shall be nominated by petition and no primary election shall be held and all petitions, ballots and ballot labels shall be without party mark or designation.
   The names of all candidates nominated for the same office shall be placed upon the same ballot or voting machine, and said names shall be rotated thereon in the manner provided by the general laws of Ohio. Except as otherwise provided in this Charter, the form and sufficiency of nominating petitions, the nomination of candidates, the conduct of elections, and the casting and counting of ballots shall be governed by the general laws of Ohio. At the election each voter shall be entitled to cast one (1) vote for each office to be filled at that election.
