To qualify as an elector in any election for Municipal office, a person shall be a citizen of the United States and of the State of Ohio; shall be not less than eighteen (18) years of age at the date of election; and shall have been a qualified elector of the State of Ohio for not less than thirty (30) days, immediately prior to the date of election, and if registration is required by law, shall have registered as such elector with the election authorities in the manner and within the time prescribed by such law.
