SECTION 9.2. SUBMISSION OF EXTRA LEVIES TO VOTE.

The power of Council to submit the extra levy of taxes shall be subject to the limitations now or hereafter provided by the Constitution and the laws of Ohio and nothing contained in this Charter shall be construed as authorizing the extra levy of any taxes in excess of such limitations without a vote of the people.
