SECTION 6.4. ZONING ORDINANCES AND BOARD OF ZONING APPEALS.
   The Council shall pass such zoning ordinances and regulations as it deems necessary, and these shall be enforced by the Director of Public Safety under the rules and regulations of the Board of Zoning Appeals.
   The Board of Zoning Appeals shall consist of five (5) electors of the Municipality not holding other Municipal office or employment. The members shall be appointed by the Mayor with the concurrence of a majority of the members of Council for terms of three (3) years each, commencing on the expiration of the respective terms of office of the members presently serving on the Board of Zoning Appeals, who shall continue to serve as members of the Board of Zoning Appeals until their respective terms of office shall expire. The Mayor may remove any member for cause but such removal shall not take place without the concurrence of five (5) of the members of Council, and any vacancy shall be filled for the unexpired term in the manner authorized for an original appointment. All meetings of the Board of Zoning Appeals shall be open to the public. The Director of Finance as Secretary of the Board of Zoning Appeals shall keep a journal of its proceedings, showing the vote of each member upon every question presented to the Board, or, if such be the case, the absence of a member from a meeting or his or her failure to vote thereat. A majority of the members of the Board of Zoning Appeals shall constitute a quorum and the Board shall act officially only when a quorum is present.
   It shall be the duty of the Board of Zoning Appeals to hear, and make recommendations to the Council concerning, appeals of exceptions to and variations in the application of the provisions of zoning ordinances in harmony with the intent and purposes thereof, and from any ordinance, regulation, rule, restriction or limitation, or order of any administrative official or agency in connection therewith.
