SECTION 6.1. PLANNING COMMISSION: MEMBERSHIP, ORGANIZATION, TERMS OF OFFICE AND VACANCIES.
   The Planning Commission shall consist of seven (7) electors of the Municipality not holding other Municipal office or employment. The members of the Planning Commission shall be appointed by the Mayor, with the concurrence of a majority of the members of Council, for terms of three (3) years each. The terms of the electors appointed to the Planning Commission prior to the effective date of this section shall continue in effect. Commencing January 2, 1975 and thereafter, electors shall be appointed for terms of three (3) years each to fill the expired terms of existing elector members of the Commission. The Mayor may remove any member of the Commission for cause but such removal shall not take place without the concurrence of five (5) of the members of Council. Any vacancy occurring during the term of an appointed member of the Commission shall be filled for the unexpired term in the manner authorized for an original appointment. The Commission shall choose a Chairperson and such other officers, excepting its Secretary, as it shall deem necessary; shall make its own rules and regulations; and shall keep a journal of its proceedings. The Commission shall appoint or reappoint its officers at its first regular meeting in January of each year. A majority of the members of the Commission shall constitute a quorum for the transaction of business, but no recommendations shall be made by the Commission without the affirmative votes of at least five (5) members thereof who shall be present at the meeting at which such recommendations are adopted. All members and officers of the Commission shall serve without compensation, except as otherwise provided in this Charter.
