All legislative action shall be by ordinance or resolution except when otherwise required by the Constitution or the laws of the State of Ohio. The procedures for enacting ordinances or resolutions shall follow the laws of the State of Ohio and any additional stipulations as may be found elsewhere in this Charter, provided, however, that each ordinance or resolution shall be read by title only on three different days unless five members of Council dispense with the rule, and no other provision of this Charter nor the general laws of Ohio shall impair or limit this rule.
