In the event of the death, disqualification, removal or resignation of the Mayor, the Councilperson-at-large shall become the Mayor and shall hold office for the balance of the unexpired term. In the event that the Councilperson-at-large shall for any reason fail to qualify or decline to serve as Mayor, then a majority of Council shall elect from among its members one member to become the Mayor and to hold said office for the balance of the unexpired term.
