SECTION 3.7. COUNCILPERSON-AT-LARGE; DUTIES.
   The Councilperson-at-large shall be the President of Council and shall have all of the powers, duties, functions, obligations and rights of any other member of Council, and further, shall have the right to vote on any matter to be considered by Council at any Council meeting. He or she shall preside at all meetings of Council, and when the Mayor is absent from the Municipality or unable for any cause to perform his or her duties, the Councilperson-at-large shall become the acting Mayor and during such periods shall have the same powers and perform the same duties as the Mayor. When an emergency exists involving a natural or man-made disaster, and when both the Mayor and the Councilperson-at-large are absent from the Municipality or unable for any cause to perform the duties of Mayor or acting Mayor, a majority of Council may elect one of its members, the Director of Finance, or the Director of Public Service of the City, to serve as the acting Mayor and during such periods to have the same powers and perform the same duties as the Mayor.
