Except as otherwise provided in this Charter, any vacancy in Council, whether resulting from death, disqualification, removal, or resignation, or by the appointment of a ward councilman as council-at-large, shall be filled by the remaining members of Council upon a majority vote; provided, however, that if said vacancy shall remain unfilled by appointment by the remaining members of Council for thirty (30) days, then the Mayor shall appoint a person to fill said vacancy. The member elected or appointed to Council pursuant to this section shall hold office for the unexpired term of the member in whose office the vacancy occurs.
