SECTION 3.1. NUMBER AND TERM.
   The legislative powers of the Municipality, except as otherwise provided in this Charter and by the Constitution of the State of Ohio, shall be vested in a Council of seven (7) members, one (1) of whom shall be elected by the electors of the Municipality at large, and six (6) of whom shall be elected from wards, two (2) from each of three (3) wards to be established as hereinafter provided. All candidates for election to Council shall be nominated by petition as hereinafter provided. The election shall be held at the regular Municipal election each four (4) years, and the term of office for each Councilperson shall be for four (4) years and he or she shall serve until his or her successor is duly qualified. The term of office shall commence on the first day of January next following the election and the first election under this Charter shall be held in November, 1953. In ward elections the two (2) candidates having the highest number of votes shall be declared elected to office.
