No owner shall permit any female animal, while it is in heat, to be on any sidewalk, street, parkway, alley, or other public place, or on any private premises other than the premises of the owner, or outdoors on any premises of the owner which is closer than ten feet (10') to any such sidewalk, street, parkway, alley, or other place. A violation of the provisions of this section is hereby declared to be a nuisance. (Ord. 87-O-48, 11-23-1987)
