157.23 CONFLICT.
   In the event of conflict between the provisions contained in this Chapter 157 and the City and any of its bargaining unit employees, the provisions of the union contract shall prevail and be controlling as to such employees. In such case, the conflicting provisions of this Chapter 157 shall have no application to the bargaining unit employees covered by the relevant union contract and its provisions.
