(a) In addition to the departments established by Section 1 of Article V of the Charter, there is hereby created and established a Department of Parks and Recreation, which shall be managed, operated and controlled under the supervision of the Director of Parks and Recreation, who shall be appointed by the Mayor at the commencement of any term to which he is elected or at any other time when a vacancy exists in such office. The appointment shall be subject to confirmation by Council.
(b) The Director shall advise the Mayor and Council on all matters involving the recreational activities, programs, and development within the City and shall from time to time make recommendations in conjunction therewith.
(c) The Department is created for the purpose of maintaining the various park properties and playgrounds of the City and for the conduct of all the recreational programs and activities.
