A Department of Public Service, a Department of Public Safety, a Department of Finance, a Department of Law, a Planning Commission, a Civil Service Commission, and Board of Zoning Appeals are hereby established by this Charter and the Council shall provide by ordinances for the organization thereof. The Council may establish by ordinance additional departments or divisions thereof. With the exception of those herein set forth, the Council may combine or abolish existing departments, commissions, boards, divisions, job classifications or non-elective offices as it may deem necessary and may authorize one person to be the head of two or more departments or divisions. The Mayor may act as the head of the Department of Public Safety. The Director of Public Service, the Director of Finance, and the Director of Law shall each be appointed by the Mayor at the commencement of any term to which he is elected or at any other time when a vacancy exists in any of said offices, subject to confirmation by the Council.
