903.11 EMERGENCY REPAIR.
   (a)   After Notice, as provided in Section 903.08, and the Director of Public Service determines that the condition of any sidewalk or apron is such that immediate repair is necessary to protect the public, he shall cause the repair to be made, no later than thirty (30) days after the Notice to the owner, occupant, person or entity of the land abutting or adjacent to the same.
   (b)   Upon the completion of the required repairs, the Director of Public Service shall notify the owner, occupant, other person or entity of the actual cost for the repairs incurred by the City and demand payment within thirty (30) days of notification.
   (c)   If the owner, occupant, other person or entity has not made payment within thirty (30) days, the Finance Director shall certify such costs to the Auditor of Lake County with the request that such amount be entered upon the tax duplicate and become a lien upon such lands, from and after the date of the entry, and be collected as other taxes and returned to the City according to law.
