(a) When the Director of Public Service determines that sidewalks or aprons should be repaired, as provided in Section 903.07, the Director shall cause a written notice on a form prescribed by the Director to be served upon the owner or occupant or any other person or entity to repair said sidewalk or apron.
(b) The notice required in subsection (a) hereof shall be served upon the owner, occupant or any other person or entity in any one of the following means:
(1) Certified mail return receipt required.
(2) Regular mail.
(3) By personal delivery to the owner, occupant, person or entity.
(4) By posting a Notice to Repair on the entrance way to any structure situated on the land of the owner, occupant, person or entity.
(c) For the purpose of this section, if the owner is not a resident of the City, any person charged with the collection of rents, or the payment of taxes on the property, or having general control in any way, shall be regarded as the agent of the owner, and shall be served as provided in subsection (b) hereof.
