903.07 DEFECTIVE SIDEWALKS OR APRONS.
   The Director of Public Service shall determine if the condition of a sidewalk or apron presents a danger to the health and safety of pedestrians or other users of the sidewalk by reason of defects set forth below:
   (a)   A sidewalk block having a crack or cracks in it more than one-quarter inch (1/4") wide.
   (b)   Alignment and Grading of Sidewalk.
      (1)   Height differential between portions of sidewalk one-half inch (½") or more.
      (2)   Too severe a cross slope, exceeding three-fourths inch (3/4") vertical in a one foot (1') horizontal area, heaving by tree roots.
      (3)   Abrupt dip or raised area in sidewalk being two and three-quarters inches (2-3/4") or more from a straight-line grade within a ten foot (10') distance (birdbaths). Hillside walks may require different criteria.
      (4)   Blocks having reverse cross slopes sloping away from street or sloped reverse from intended slope and causing impounding of mud or water (birdbaths).
   (c)   Gaps or missing areas in walk exceeding three-quarter inch (3/4") wide.
   (d)   Spalled or scaled surface area more than fifty percent (50%) of a block or a spalled hole deeper than one-half inch (½").
   (e)   Loose, rocking or missing sidewalk area.
   (f)   Obstructions in sidewalk areas such as stumps, stones, private signposts or any unauthorized obstruction.
   (g)   Sidewalks other than concrete must be approved by the City Engineer.
   (h)   Water, gas or other valve boxes that are not to proper grade.
   (i)   Defective columns, supporting walls or slab for support of slab, slab over subspace, or other “bridged” open area.
