The City may authorize any corporation, partnership, sole proprietorship or any other entity to collect, remove, pick up, convey, transport and dispose of garbage, rubbish, trash, refuse, bulk waste and yard waste by the granting of a franchise agreement to the collector; the terms of which shall be negotiated by the Service Director, and approved by the Mayor and Council of the City.
